Because while we were under ottoman rule people from Turkey wanted us to talk Turkish with each other and being Muslim. We didn't wanted that, so we fight, but a little part of us obey them. Oh and one other thing, this movie showed the real villain was the female Bulgarian assassin and her associates - the U.S. Ambassador, the FBI, her guardian and the psychiatrist - who were all behind the killings. The FBI agent's job was to try to identify the killer, but even he closed the file after having sex with the her. The whole movie could have been told very differently from a different context to show how corrupt and evil the Americans and this Bulgarians are.
