The worst part about The Last Jedi for me at least was that it had the potential to be great. It could've been a great Star Wars movie as well as a fun Sci-fi movie. The Last Jedi had the perfect opportunity to answer the questions people had about The Force Awakens, develop the new cast of characters, give them realistic motivations, put them through turmoil, and make the First Order a serious threat. I'm not saying they should've copied Empire from start to finish, but since Empire did these concepts so well the cast and crew should've looked at Empire for inspiration.
