The trend is to go ahead and make a movie even though you don't have enough money to make a good one and simply make the story good enough to keep the audience's attention. So... shoot the movie in the woods, in a single house, trapped in an elevator or basement room or on a highway with a mysterious stranger trying to kill you. That way you don't need a real movie set or pay for expensive actors props, special effects. Then hope to sell enough to make a nice profit. Build it yourself project.
