People fear the unknown, its the most powerful fear there is. Goverment conspiracies and things lurking in the shadow seem to do that job because maybe they're more likely to happen than let's say werewolves and swampmonsters. You could make up your own monster as in Pan's Labyrinth or Momma, but they're all inherently humanlike and because of that predictable.
